Larry is often consulted as a national expert on legal issues about freedom of speech and the Internet. He regularly contributes to television news programs on networks such as NBC, ABC, PBS, BBC, CBC, FNC, MSNBC, CNBC, and CNN.
His high-profile cases are often followed by the print and online media, including the New York Times, Chicago Tribune, Wall Street Journal, Washington Post, and others.
Larry began practicing law in Central Florida in 1988, after graduating from Florida State University, College of Law, with Honors. While in law school, he studied English common law at St. Edmund’s Hall in Oxford University and interned with a federal judge in the Northern District of Florida.
During his career, Walters has served as a Legal Studies professor at the
University of Central Florida and acted as a director for the local bar association and chamber of commerce. Among his many civic and community activities, he has served as Chair of the Legal Panel of the ACLU, Central Chapter. He is a founding member of the Advisory Council for the U.C.F. Legal Studies Department.
Larry also acts as General Counsel to the Woodhull Freedom Foundation, based in Washington, DC, and serves on the Advisory Council to the Association of Sites Advocating Child Protection. He has established and directed numerous non-profit associations and trade groups. His efforts in helping fight online child exploitation earned him the Annual Service Recognition Award from the ASACP.
His undergraduate alma mater, the University of Central Florida, recognized Walters with “Outstanding Alumni” and “Professional Achievement” awards in 2011.
Walters has earned an “AV” (preeminent) rating from lawyers.com, the industrystandard rating service for lawyers, and “10.0 – Superb” by AVVO.com, a popular online attorney rating service.
Since 2020, Mr. Walters has been recognized as a “Superlawyer” by
Superlawyers.com, which awards that title to only the top 5% of lawyers.
He has been recognized as one of the Top 100 News Makers by the media industry group, Xbiz, and was included in the top 10% in the ‘Best of the Bar’ competition, through a poll conducted by the Orlando Business Journal. He has been named First Amendment Lawyer of the Year on numerous occasions.
Mr. Walters began his First Amendment legal work in the 1980s, representing Florida video shops in obscenity prosecutions.
By 1997, he had established the Florida Bar’s First Amendment Law Committee, serving as its chair for more than ten years. He has since represented hundreds of website operators globally in matters involving Internet and IP law.
His experience covers online ads, gaming, speech rights, Section 230, DMCA Safe Harbor, Section 2257 compliance, blockchain, and domain issues. Walters is often engaged in significant, precedent-setting disputes in adult entertainment and social media, many of which he litigates pro bono.
As an educator, he speaks at conferences nationwide and contributes articles widely published in trade and industry publications.
He became a leader in the First Amendment Lawyers Association in 2005, serving both as National Chairman and President.
He is admitted to practice before Florida’s courts, the U.S. Supreme Court, the U.S. Claims Court, and several appellate courts. Walters also earned Canadian foreign-trained lawyer certification in 2016.
