Lisa’s work focuses on surveillance, privacy, free speech, and the impact of technology on civil rights and civil liberties. She has done substantial work challenging age verification laws across the U.S.
Lisa came to EFF from Hogan Lovells US LLP, where she managed a strong pro bono practice centered on democracy reform, criminal justice, and civil rights. Before that, she worked on privacy and surveillance issues as a clinic student and post-graduate intern at the Brennan Center for Justice. She was an NYU International Law and Human Rights Fellow during law school, advocating for press freedom in Kampala, Uganda. Before pursuing law, she managed government relations for a national nonprofit in Washington, D.C. Lisa holds a J.D. from NYU School of Law and a bachelor’s degree from Princeton University.

Since its founding in 1990, EFF has worked to uphold privacy, free expression, and technological innovation through litigation, policy advocacy, grassroots activism, and technology development. Its mission is to ensure technology is a worldwide tool for freedom and justice.
EFF has long opposed online restrictions that threaten digital rights. In 2024, the organization fought against age verification laws in California, New York, Texas, and Mississippi. As these battles continue into 2025, EFF is preparing to challenge similar legislation in states like Florida and remains a strong opponent of the federal Kids Online Safety Act (KOSA) that threatens privacy rights.
